Enabling XML-RPC/SOAP in Atlassian Jira

To get the best out of the Atlassian Jira plugin for both IntelliJ IDEA and Eclipse, you want to enable XML-RPC/SOAP service support in your JIRA Installation. It seems alot of people don't know where to find this option thou, so these two small images should help:

what version of Jira is shown above, I have 2.5.3 and can't find anything that looks remotely like that?
